Teresa Jacobs

President & Port of Portland

Teresa Jacobs (President) is Assistant General Counsel for the Port of Portland. Jacobs’s practice at the Port focuses on environmental law under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and Oregon’s superfund law; Clean Water Act; Clean Air Act; and other federal, state, and local environmental laws. Prior to joining the Port, Teresa Jacobs practiced environmental law at Perkins Coie LLP. In addition to a law degree, Jacobs has also received a master’s degree in public health. Teresa served as a program manager for various nonprofit organizations and as an injury and violence prevention coordinator for the State of New Mexico.
